About Ambassador José Sandoval Zambrano

Ambassador José Sandoval Zambrano is a career diplomat who joined the Ecuadorian Foreign Service in 1983 through a public competitive examination.

He has served at the Permanent Mission of Ecuador to the United Nations as Deputy Permanent Representative to the UN Security Council and Vice Chair of the Sixth (Legal) Committee. His overseas assignments include Counselor and Consul General in Rome, Minister in Chile, Ambassador of Ecuador to Peru, and Consul General of Ecuador in New York (July 2022October 2025). Since December 2025, he has served as Consul General of Ecuador in Phoenix.

At the Ministry of Foreign Affairs, he has held senior positions including Chief of Staff to the Minister of Foreign Affairs, Chief of Staff to the Vice Minister of Foreign Affairs, Director of Refugee Affairs, Undersecretary of Foreign Affairs in Guayaquil, Undersecretary of Migratory and Consular Affairs, and Undersecretary for North America and Europe.

He has also served as a consultant for the International Organization for Migration (IOM) and the International Civil Aviation Organization (ICAO) on projects implemented in Latin America.

Ambassador Sandoval holds a Law Degree and a Master’s Degree in Law in Public Management. He completed specialized studies at the International Law Commission (Geneva), the International Court of Justice (The Hague), Miguel de Cervantes University, and the University of Chile. He is also certified as an Ontological Coach by Newfield Peru (2018).
